I expect that it'd be somewhere between 3 cents and the full package. As I recall, the 3 cent proposal didn't include maintenance funds for cities and counties. The only way I see getting the Rs back in the building is giving their counties their piece. (I'm sure they'd still vote no, of course, but it helps with quorum.) It's hard to see any projects getting through. +/- on offsetting some of the potential gas tax increase with EV fees and other things likely to be more palatable to Rs. It still seems like a long shot - the polls seemed to show the public is less concerned than state and local governments.
